What is the Maharashtra SIR?
The Special Intensive Revision (SIR) is an exercise undertaken by the Election Commission of India to verify and update electoral rolls.
As part of the exercise, Booth Level Officers (BLOs) undertook house-to-house enumeration and voters were required to submit enumeration forms. Following this exercise, the draft electoral roll has now been published.
The Maharashtra SIR draft roll contains about 7.72 crore electors, compared with about 9.79 crore electors in the earlier roll. The difference is therefore about 2.07 crore names at the draft stage.
However, these should not simply be described as 2.07 crore people whose voting rights have been permanently cancelled. The Election Commission has provided a claims and objections period to enable eligible persons to seek inclusion.
What is the ASDD list?
The Maharashtra Chief Electoral Officer has published an ASDD List.
ASDD stands for:
- A – Absent
- S – Shifted
- D – Dead
- D – Duplicate
The list identifies electors whose names have not been carried forward into the SIR draft roll under these categories. The official Maharashtra CEO website provides an “ASDD List (Absent, Shifted, Dead, Duplicate) SIR 2026” facility.
For Mumbai residents, this list is particularly important. A person may have been away from home when the BLO visited, may have temporarily shifted, or may otherwise find that the name is not appearing in the draft roll.
What should you do if your name is missing?
If you were previously registered as a voter in Maharashtra but cannot find your name in the SIR draft electoral roll, do not wait until the last date.
Step 1: Search your name
First search for your name in the SIR 2026 draft electoral roll.
You can use the Election Commission’s voter services portal or the official website of the Chief Electoral Officer, Maharashtra.

Step 2: If your name is missing, check the ASDD list
If your name does not appear in the draft roll, check the ASDD List – Absent, Shifted, Dead, Duplicate.
This can help you understand why your name may not have been included in the draft roll.
Step 3: If you are eligible, file Form 6
An eligible person whose name is missing from the draft electoral roll can submit Form 6 seeking inclusion in the electoral roll.
The claim must be filed during the claims and objections period, which currently runs from:
August 31, 2026 to September 30, 2026.
Eligible voters should submit the prescribed declaration and supporting documents as required.
Step 4: Keep the acknowledgement
After submitting the application, keep the acknowledgement or application/reference number safely.
The application may be subject to verification by the Electoral Registration Officer (ERO). If a notice is issued, the applicant should respond within the prescribed period.
Which form should you use?

For a person whose own name is missing from the draft electoral roll and who is otherwise eligible to be registered, Form 6 is the relevant application for inclusion.
What if you were not at home when the BLO visited?
Being away from home during the enumeration exercise does not by itself mean that you have permanently lost your eligibility to be registered as a voter.
If your name is missing from the draft roll, check the ASDD list and use the claims process if you are an eligible voter.
This could be particularly relevant in Mumbai, where many residents may spend extended periods away from their registered address because of employment, education, travel or other reasons.

The most important message for voters is simple:
Do not assume that your voting rights have been permanently cancelled merely because your name is missing from the SIR draft roll.
Check the draft roll first. If the name is missing, check the ASDD list and, if you are an eligible voter, file Form 6 before September 30, 2026.
Waiting until the last few days could make the process more difficult, particularly if verification or additional documentation is required.
What Mumbai voters should keep ready
Before submitting a claim, voters should keep their relevant voter and identification details available, including:
- Voter ID/EPIC number, if available
- Existing electoral-roll details
- Current address details
- Required supporting documents
- Details of the previous electoral-roll entry, where available
- Mobile number for application-related communication

What happens after September 30?
September 30 is the last date for filing claims and objections in the current draft-roll process.
It is not the date on which every claim is automatically accepted or rejected.
The submitted claims and objections will be examined and verified by the election authorities. The process of disposal is scheduled to continue until October 29, 2026, after which the final electoral roll is scheduled for publication on November 4, 2026.
Therefore, voters who submit a claim should also check the status of their application and the final electoral roll when it is published.
