In 1997 MCGM started ALM concept to involve citizens. The concept of mutual working of civic citizen partnership with the Municipal Corporation of Greater Mumbai (MCGM) is termed as Advanced Locality Management (ALM). The main objective is to set up a system for dealing with the problem of solid waste management in an environmental friendly manner. This can be managed with active participation of the citizens and improving the quality of life in the city.

How to form ALM?

Before the ALM formation:
1) For the formation of ALM, people or residents of various housing societies or from a colony should come together and hold meeting. The main agenda will be about managing the issues of the locality in better way.

2) Then meet Assistant Head Supervisor (AHS)/ AE (SWM) in your concerned Ward office. Seek his guidance about ALM concept and letting him know your intentions.

Following are the steps for ALM formation:-

1) Selection of ALM Committte Members –
Select one member from each building / chawl or from lane / street or depending on the area covered.

2) Select the name of your ALM Committee and get it registered in ward office. Registering as a Trust or association is optional.

3) Apply to your Ward Office in the given Format and get one copy as acknowledged and stamped.

4) 1) The concerned Beat officer/JO(SWM) to visit the entire ALM area and make entries regarding problems, action taken and suggestions in the
‘ALM Register’.

Responsibility of ALM Committee
1) Attend monthly ALM meeting at AHS/AE (SWM) level and bi-monthly meetings at Asst. Commissioner level conducted at the Ward Office, to discuss your local civic issues / action taken.
2) Create awareness for segregation of garbage at source & keep it in separate bins (Wet & Dry).
3) Prevent Littering and spitting in neighbourhood.
4) Dry waste disposal once or twice a week through MCGM vehicle, authorized waste picker or kabadiwala.
5) If civic issues have not been resolved, present them to the concerned Zonal Deputy Municipal Commissioner and Additional Municipal Commissioner, through Officer on Special Duty (OSD) & ALM Ward Co-coordinator.

Responsibility of MCGM
1) MCGM appoints nodal officer in ALM areas in 24 wards
2) Conducting monthly meetings with ALM representatives regarding civic issues
3) Educate about waste managemet and composting
4) Systematic collection of waste from housing societies under ” MSW rules 2000 & Greater Mumbai Cleanliness and Sanitation Bye-laws 2006”.
5) ALMs adhering to rules get various benefits in terms of awards, some benefits in taxes and priority of civil works in their areas.
6) MCGM don’t provide financial support.

Benefits of ALM:
1) Builds good rapo between the citizen and civic administration.
2) Waste are disposed in the right direction providing bin free streets and healthy surroundings.
3) Proper sanitation and hygienic.
4) Cleanliness in drainage system
5) ALM motivates more citizen to take active part and make them aware & resolve civic issues
